The All India Consumer Price Index for the month of March 2018 has been released by Labour Bureau yesterday. The index remained unchanged at the point of 287.

Dear Sirs,
Dearness Allowance for Workmen and Officer Employees in banks for the months of February, March & April 2018 under X BPS/Joint Note 25.5.2015

The confirmed All India Average Consumer Price Index Numbers for Industrial Workers (Base 1960=100) for the quarter ended December 2017 are as follows:-

October 2017 - 6551.03
November 2017 - 6573.86
December 2017 - 6528.21

The average CPI of the above is 6551 and accordingly the number of DA slabs are 527(6551-4440=2111/4= 527 Slabs). The last quarterly Payment of DA was at 516 Slabs. Hence there is an increase in DA slabs of 11, i.e 527 Slabs for payment of DA for the quarter February, March & April 2018.

In terms of clause 7 of the 10th Bipartite Settlement dated 25.05.2015 and clause 3 of the Joint Note dated 25.05.2015, the rate of Dearness Allowance payable to workmen and officer employees for the months of February, March & April 2018 shall be 52.70% of ‘pay’. While arriving at dearness allowance payable, decimals from third place may please be ignored.

Expected DA from May 2017 to July 2017 : We need three months All India Consumer Price Index data to find out  the actual increasing in DA percentage. But, at present we have two months data only. The predicted calculation given below that the CPI(IW)BY 2001=100 increasing one or two points and decreasing one or two points:

Dear Sirs,
Dearness  Allowance  for Workmen and Officer Employees  in banks  for the months of February, March  & April  2017 under X BPS/ Joint Note dated 25.5.2015

The confirmed All India Average Consumer Price Index Numbers for Industrial Workers (Base1960= 100) for the quarter ended December 2016 are as follows:-

November 20166322.77
December 20166277.12

The average CPI of the above is 6315 and accordingly the number of DA slabs are 469(6315-4440= 1875/4= 469  Slabs) The last quarterly Payment of DA was at 478 Slabs.  Hence there is a decrease in DA slabs of 9, i.e 469 Slabs for payment of DA for the quarter February, March & April 2017.

In terms of clause 7 of the 101h  Bipartite Settlement dated 25.05.2015 and clause 3 of the Joint Note dated 25.05.2015, the rate of Dearness Allowance payable to workmen and officer employees for the months of February, March & April  2017 shall be 46.90  % of  'pay'. While arriving at dearness  allowance payable, decimals from third  place  may please  be ignored.

We advise banks to pay the difference between the old and revised salary and allowance to officers on an ad hoc basis, pending amendments to Officers' Service Regulations.

Dear Sirs,

Dearness Allowance Workmen and Officer Employees in banks for the months of November, December 2016 & January 2017 under X BPS/Joint Note dated 25.5.2015

The confirmed All India Average Consumer Price Index Numbers for Industrial Workers (Base 1960-100) for the quarter ended September 2016 are as follows:-

July 2016 : 6391.25

Aug 2016 : 6345.60

Sep 2016 :  6322.77


The average CPI of the above is 653 and accordingly the number of slabs are 478(6353-4440 1913/4 478 Slabs). The last quarterly Payment of DA was at 455 Slabs. Hence there is an increase in DA slabs of 23, i.e.478 Slabs for payment of DA for the quarter Nov, Dec 2016 and January 2017.

In terms of clause 7 of the 10th Bipartite Settlement dated 25.05.2015 and clause 3 of the Joint Note dated 25.05.2015, the rate of Dearness Allowance payable to workmen and officer employees for the months of Nov, Dec 2016 & January 2017 shall be 47.80 % of ‘pay’. While arriving at dearness allowance payable, decimals from third place may please be ignored.

We advise banks to pay the difference between the old and revised salary and allowance to officers on an ad hoc basis, pending amendments to Officers’ Service Regulations.

AIBEA published a circular regarding Dearness Allowance after the announcement of CPI(IW) index for the month of March 2016 made by Labour Bureau.

Dearness Allowance for Workmen and Officer Employees in banks for the months of November, December and January 2016 under X BPS/ Joint Note dated 25.5.2015

The confirmed All India Average Consumer Price Index Numbers for Industrial Workers (Base 1960=100) for the quarter ended June 2015 are as follows:-
July, 2015 – 6003.21
August, 2015 – 6026.04
September, 2015 – 6071.69
The average CPI of the above is 6033. Consequently, Dearness Allowance payable to employees is for 398 slabs for the period November, December 2015 and January 2016 i.e. an increase of 34 slabs over the current level.

In terms of clause 7 of the 10th Bipartite Settlement dated 25.05.2015 and clause 3 of the Joint Note dated 25.05.2015, the rate of Dearness Allowance payable to workmen and officer employees for the months of November, December 2015 and January 2016 shall be 39.80% of ‘pay’. While arriving at dearness allowance payable, decimals from third place may please be ignored.

We advise banks to pay the difference between the old and revised salary and allowance to officers on an ad hoc basis, pending amendments to Officers’ Service Regulations.

Dearness Allowance for Workmen and Officer Employees in banks for the months of August, September & October 2015 under X BPS/ Joint Note dated 25.5.2015

The confirmed All India Average Consumer Price Index Numbers for Industrial Workers (Base 1960=100) for the quarter ended June 2015 are as follows:-

April, 2015  – 5843.43
May, 2015   – 5889.08
June, 2015  – 5957.56

The average CPI of the above is 5896. Consequently, Dearness Allowance payable to employees is for 364 slabs for the period August, September & October 2015 i.e. an increase of 27 slabs over the current level.

In terms of clause 7 of the 10th Bipartite Settlement dated 25.05.2015 and clause 3 of the Joint Note dated 25.05.2015 the rate of Dearness Allowance payable to workmen and officer employees for the months of August, September & October 2015 shall be 36.40% of ‘pay’. While arriving at dearness allowance payable, decimals from third place may please be ignored.

We advise banks to pay the difference between the old and revised salary and allowance to officers on an ad hoc basis, pending amendments to Officers’ Service Regulations.
