Dear Sir/Madam,

Dearness Allowance for Workmen and Officer Employees in banks for the months of May, June & July 2019 under X BPS/Joint Note dated 25.5.2015

The confirmed All India Average Consumer Price Index Numbers for Industrial Workers (Base 1960=140} for the quarter ended March 2019 are as follows:-

January 2019 - 7007.55
February 2019 - 7007.55
March 2019 - 7053.20

The average CPI of the above is 7023 and accordingly the number of DA slabs are 645 (7023-4440= 2583/4= 645 Slabs) The last quarterly Payment of DA was at 611 Slabs. Hence there is an increase in DA slabs of 34, i.e 645 Slabs for payment of DA for the quarter May. June & July, 2019

In terms of clause 7 of the 10th Bipartite Settlement dated 25.05.2015 and clause 3 of the Joint Note dated 25.05.2015, the rate of Dearness Allowance payable to workmen and officer employees for the months of May, June & July, 2019 shall be 64.50 % of ‘pay’. While arriving at dearness allowance payable, decimals from third place may please be ignored.

Dearness Allowance for Workmen and Officer Employees in banks for the months of November, December 2018 & January 2019 under X BPS/ Joint Note dated 25.5.2015

The confirmed All India Average Consumer Price Index Numbers for Industrial Workers (Base 1960=100) for the quarter ended September 2018 are as follows:-

The average CPI of the above is 6871 and accordingly the number of DA slabs are 607 (6871­ - 4440 = 2431 / 4 =  607  Slabs) The last quarterly Payment of DA was at 541 Slabs. Hence there is an increase in DA slabs of 66, i.e 607 Slabs for payment of DA for the quarter Nov, Dec 2018 and January 2019

In terms of clause 7 of the 10th Bipartite Settlement dated 25.05.2015 and clause 3 of the Joint Note dated 25.05.2015, the rate of Dearness Allowance payable to workmen and officer employees for the months of Nov, Dec 2018 & January 2019 shall be 60.7 % of 'pay'. While arriving at dearness allowance payable, decimals from third place may please be ignored.

Dear Sirs,

Dearness Allowance Workmen and Officer Employees in banks for the months of November, December 2016 & January 2017 under X BPS/Joint Note dated 25.5.2015

The confirmed All India Average Consumer Price Index Numbers for Industrial Workers (Base 1960-100) for the quarter ended September 2016 are as follows:-

July 2016 : 6391.25

Aug 2016 : 6345.60

Sep 2016 :  6322.77


The average CPI of the above is 653 and accordingly the number of slabs are 478(6353-4440 1913/4 478 Slabs). The last quarterly Payment of DA was at 455 Slabs. Hence there is an increase in DA slabs of 23, i.e.478 Slabs for payment of DA for the quarter Nov, Dec 2016 and January 2017.

In terms of clause 7 of the 10th Bipartite Settlement dated 25.05.2015 and clause 3 of the Joint Note dated 25.05.2015, the rate of Dearness Allowance payable to workmen and officer employees for the months of Nov, Dec 2016 & January 2017 shall be 47.80 % of ‘pay’. While arriving at dearness allowance payable, decimals from third place may please be ignored.

We advise banks to pay the difference between the old and revised salary and allowance to officers on an ad hoc basis, pending amendments to Officers’ Service Regulations.

AIBEA published a circular regarding Dearness Allowance after the announcement of CPI(IW) index for the month of March 2016 made by Labour Bureau.

Dearness Allowance for Workmen and Officer Employees in banks for the months of August, September & October 2015 under X BPS/ Joint Note dated 25.5.2015

The confirmed All India Average Consumer Price Index Numbers for Industrial Workers (Base 1960=100) for the quarter ended June 2015 are as follows:-

April, 2015  – 5843.43
May, 2015   – 5889.08
June, 2015  – 5957.56

The average CPI of the above is 5896. Consequently, Dearness Allowance payable to employees is for 364 slabs for the period August, September & October 2015 i.e. an increase of 27 slabs over the current level.

In terms of clause 7 of the 10th Bipartite Settlement dated 25.05.2015 and clause 3 of the Joint Note dated 25.05.2015 the rate of Dearness Allowance payable to workmen and officer employees for the months of August, September & October 2015 shall be 36.40% of ‘pay’. While arriving at dearness allowance payable, decimals from third place may please be ignored.

We advise banks to pay the difference between the old and revised salary and allowance to officers on an ad hoc basis, pending amendments to Officers’ Service Regulations.

PS : The DA Payable under IXth Bipartite Settlement/Joint Note dated 27.04.2010, is @ 114.75% (5896-2836=3060/4 i.e 765 slab @ 0.15% per slab).

JUST 2 SLABS INCREASE IN DA PAYABLE TO BANK WORKMEN/OFFICERS FOR NEXT QUARTER FEB to APRIL 2015
The AICPIN (IW) Base 2001=100, for the month of December ’14, has been released by Labour Bureau Govt of India, to day, which stood at 253 point which was static from last August 14.

As such, the confirmed All India average Consumer Price Index Numbers for Industrial Workers (Base 1960=100) are as follows:

Months CPI (Base 2001=100) CPI (Base1960=100)
October              253        5774.95
November         253        5774.95
December’14   253        5774.95

The average CPI as above, is 5774.Therefore the DA payable to Bank Workmen/Officers for the quarter February ’15 to April’15 will show an increase of 2 slabs at 110.10 %(From existing 109.80%)

While projecting the likely DA for next quarter, earlier we have mentioned the hike in DA would be nominal from Feb onwards.

Kindly note that this is only for information and official circular from IBA in this regard will be expected to be issued shortly.

 Central D.A. for Jan'14 and Bank D.A. from Feb'14 will be known today (31.01.2014)

 With the scheduled release of AICPIN No. for December 2013 by Labour Bureau, the actual increase in Dearness Allowance for Central Govt. employees from 01.01.2014 and Bank employees from Feb to April 2014 can be calculated today. Usually the data is released in the evening. It is anticipated earlier that Central employees are going to get 10% increase and Bank employees to get 34 slabs hike in D.A.

As the central D.A. pattern is followed by most of the state Govt.s , everybody is waiting to know the final calculation.
