Respected Sir,

Bharat Pensioners Samaj, while appreciating the various welfare measures undertaken by the Department of Pension and Pensioners Welfare under your leadership, seek your intervention to mitigate the suffering of spouses of pensioners who died during the Covid -19 period.

Sir, we with a heavy heart bring to your kind notice that, during this second wave, many of the Central Government pensioners have succumbed to Corona. In a bid to curb the spread of the novel Corona Virus in the country, many of the State Governments have declared lockdown for a period ranging from 15 days to a month or two. During this lockdown period, the concerned State Governments have issued guidelines to the offices and also Central Government offices, in their respective States, to function with bare minimum staff. As a result of this, spouses of pensioners, who died due to Covid or any other reasons, may not able to submit Form No. 14, duly filled and signed with all the relevant documents, in view of the lockdown declared by the Government and in the absence of functioning of government offices with full strength, there may be a delay in their submission of Family Pension Application, which, in tum, may result in a delay in getting their family pension sanctioned.

As you are aware, only Central Government employees/pensioners, who are residing in areas where CGHS Wellness Centres and CGHS empanelled Hospitals exist, can avail CGHS facilities in the empanelled hospitals . During this pandemic, other Central Government employees/pensioners are being denied admission in the CGHS empanelled hospitals when they are inflicted by Covid or for any other reasons when they desire to get admission using CGHS Card. In view of this, many Central Government employees/pensioners/family pensioners, during this pandemic, had to meet hospitalisation expenses from their own savings. Consequent to death of employees/pensioners, due to Covid or any other health reasons, their spouses or family members are not only put to financial hardship having spent huge sum towards hospitalisation expenses, but also due to the delay in getting their family pension consequent to the delay in submission of Form No. 14 (Family Pension Application) along with all the required documents. Having spent their savings towards hospitalisation, pensioners’ spouses may find difficulties in meeting their day to day expenses and medical needs, if there is delay in getting their family pension.

In this connection, we wish to bring to your kind attention that, in order to avoid any hardship to the family of the deceased Government servant, the Government has relaxed the provisions of Rule 80-A of the CCS (Pension) Rules, 1972, – vide its OM dated 29.7.2020(copy enclosed) to the extent that if a claim for family pension in Form 14 along with death certificate and bank account details of the claimant has been received and the Head of Office is satisfied about the bonafide of the claim, he shall sanction provisional family pension immediately in the case of death of a Government servant during service and that the amount of provisional family pension shall not exceed the maximum family pension as admissible under Rule 54 of CCS Pension Rules, 1972. As the concerned Pension Sanctioning Authority would have authorised for payment of family pension to his or her spouse in the PPO issued to him or her at the time of issuing Pension Payment Order to him/her, provisional family pension can be sanctioned pending receipt of Family Pension Application (Form No. 14), duly filled and signed with all the relevant documents for further processing and sanctioning of Family Pension.

Considering the hardship faced by the pensioner’s spouses, if the family pension is not sanctioned immediately, especially during this COVD 19 pandemic and also in normal course, we request your good self to consider sanctioning of provisional family pension to the spouses of pensioners, who have succumbed to Corona or due to any other diseases during this pandemic , just as has been done in the case of death of a Government servant during service in terms of Dop& PW OM dated 27.7.2020, on receipt of a request on a plain paper for sanction of provisional family pension along with Doctor’s Certificate relating to death with copies of Aadhar card/Pension Payment Order/first page of pass book, pending submission of Form No.14 along with other relevant documents.

Kindly cause to issue necessary orders, in this regard, at the earliest.

WAGE REVISION - SECOND ROUND.
EXCHANGE OF CHARTER OF DEMANDS.

As you aware that the owners are anxious to settle the wage revision which is due from 1.11.2017, and to achieve this goal there were communications to the Bank managements time and again. Prior to Nationwide strike exclusively by Bankmen on 28th Feb, 2017, officers' organisations had submitted the broad summary on 20/02/2017 to IBA. Following the submission, at Chennai, on 19th April, 2017, a meeting was held, in which, Com.Alok Khare, Com. M.A.Srinivasan, Com. V.Ramabhadran , Com.G.Gunasekaran and the undersigned participated in the exercise. It was the past practice to submit the Charter of demands of officers and workmen together, but, on 2nd May, 2017, it was not possible.

In the meanwhile, to fine tune the COD, once again, a meeting was held on 1/06/2017 at INBOC office at MUMBAI, in which Com. Alok Khare, Com. V.Viswanathan and the undersigned participated.
IBA has invited the negotiating unions for a discussion today at IBA office to take the wage talks further. Chairman of the IBA Negotiating Team, Shri.R.K.Thakkar, (UCO) Smt. Usha Ananthasubramanian, (Allahabad Bank), Shri.Prashant Kumar (SBI), Shri.V.G.Kannan, CEO IBA, Shri.Rajkumar Dy.CEO, Shri.K.S.Chauhan Vice President HR & IR, besides the members of HR Dept of IBA. CEO, IBA initiated the proceedings of the meeting and handed over the forum to Chairman, Negotiating Team, for taking the discussion further.

After the exchange of the CODs by Officers and Workmen organisations with IBA and the IBA handing their list of demands, Chairman Negotiating team expressed that the time line mentioned in the earlier meeting should be kept in mind, present health of Industry and also the negotiations for officers shall be restricted upto Scale III. He further placed the periodicity of meeting will be every month. While supplementing the views of IBA, Smt. Usha Ananthasubramanian, emphasised that there should be a forward movement at the conclusion of the every meeting.

Reacting to the observations made, representatives have expressed that the expectations of the workforce should be fully addressed, de-stressing of the workforce should be carried out, health of the industry is not on account of the wage cost, negotiations cannot be restricted upto Scale III, residual issues of last wage revision exercise to be resolved viz., Regulated working hours, Discipline and Appeal Regulations, Accountability Policy, 5 days a week, issues of retirees- record note, officer representatives in the Banks' boards, comparison of wages with Pay commission, unilateral introduction of service condition by a bank, Number of representatives to be allowed to participate in the negotiation, protection from cyber-crime, and problems encountered by the employees in the Insurance backed hospitalisation scheme etc. The meeting lasted for nearly an hour. The representative of the Officers' organisations have handed over a letter addressed to Chairman IBA pertaining to the restriction stipulated by IBA.

MANAGEMENT ISSUES:

[1] C2C concept to be brought in;
[2] Rationalisation of Special Pay carrying posts.
[3] Review of the two graduation increments;
[4] Transfer and deployment of workmen staff;
[5] Simultaneous conduct of departmental and judicial proceedings for workmen;
[6] Conducting the departmental proceedings after retirement of workmen;
[7] Premature retirement of workmen;
[8] Outsourcing of any activity within the RBI guidelines;
[9] Review of the automatic movement of officers from Scale I to II and also Scale II to III ;
[10] To mark lien on NPS fund of employees to recover loss to the Bank on account of their proved misconduct.

UFBU meet-Post discussion with IBA: Subsequently, the representatives of nine unions met and discussed the issues confronting the Industry as well as the collective approach on the wage revision. The meeting lasted for nearly 90 minutes with the decision to meet on a mutually convenient day for a detailed discussion to chalk out the future course of action to "Save the Banking Industry" and also "halt the attacks on jobs and job Security".

Awaiting for the forward movement for a collective, consensus and also achievable plan of action.

1. Bharat Pensioners Samaj a conglomerate of over 725 Pensioners Associations while expressing its gratitude to Govt. of India for the benevolent decision on the VII Central Pay Commission recommendations on the revision of Pension based on the 'Notional Pay' on last pay drawn basis.

2.Sir, the VII Central Pay Commissions recommendations as well as benefit of revised 'Dearness Relief' have not been implemented in respect of Pensioners retired from the Central Government autonomous bodies under various Central Ministries of Govt of India undertakings and Public Sector undertakings who are eligible to received Pension under CCS(Pension)Rules from the Govt. of India. Kindly order the early revision of Pension with Dearness Relief at the revised rates.

3.  The VII Central Pay Commission has recommended the extension of CGHS benefits to Postal Pensioners as well as takeover of remaining Postal Dispensaries. The VII Central Pay Commission also recommended the introduction of comprehensive Health Insurance Scheme for the Central Government employees and pensioners. These recommendations remain unimplemented so far. The excessive revision of CGHS subscription also causing hardships to the Pensioners.

The Hon'ble Minister may kindly order the examination of these issues and order remedial measures at his earliest convenience.

Pensioners donate fund for martyrs

In a noble and humane gesture, elder citizens from among the pensioners donated fund for military and paramilitary martyrs to Union Minister of State (Independent Charge) for Development of North Eastern Region (DoNER), MoS PMO, Personnel, Public Grievances, Pensions, Atomic Energy and Space, Dr Jitendra Singh.

Led by Secretary General of “Bharat Pensioners Samaj”, Shri S.C. Maheshwari, the senior, superannuated citizens met Dr Jitendra Singh here yesterday and handed over to him a cheque of the amount collected by them through donations by different pensioners. They said, they were contributing this amount to the Prime Minister’s Relief Fund for the specific purpose of welfare and care of the families of the martyrs from the military and paramilitary forces, who were sacrificing their lives in anti-terrorist operations.

The letter accompanying the cheque stated that "Bharat Pensioners Samaj", a conglomerate of 725 pensioners associations, reiterates its resolve to stand solidly behind the government and urges that those who insult our men in uniform or hamper the army operations against terrorists, should be dealt with an iron hand.

Appreciating the gesture, Dr Jitendra Singh said, regardless of the amount donated by the senior citizens, the matter of fact is that the value of the amount is many times more than it appears to be, for the simple reason that it has been collected with a sense of impeccable patriotism and it has been contributed from the most hard-earned pension drawn by some of our senior citizens.

Dr Jitendra Singh said, we are proud of the Indian Army which is among the best forces in the world and we are also eternally indebted to the supreme sacrifices made by our army personnel. The sacrifices of a soldier, he said, cannot be compensated by any amount of money, but yet, a gesture like this is only meant to reaffirm our commitment to the motherland and to those bravehearts who laid down their lives so that we could live.

Reference: Office Memoranda No.S.11011/11/2016 CGHS(P)/EHS dated: January 1, 2017 and January 13, 2017 of GOI, Ministry of Health & Family Welfare, EHS section, New Delhi - 110 001.

Sir,
Ministry of Health & Family Welfare vide their memo-randa referred above has revised the rates of subscription to CGHS for Central Govt. Employees and Pensioners effective from February 1, 2017. Bharat Pensioners Samaj, a Federation of all India central Govt Civil Pensioners Associations including defence civilians. Postal and Railway having over 650 affiliates/associates, has received numerous representations from individual members who retired long back and wish to enroll themselves now under CGHS and also from affiliates on the exorbitant hike in the subscription rates of availing CGHS facilities.

2. BPS wishes to draw your attention to the fact that many of the past pensioners did not join CGHS at the time of their retirement for reason that CGHS had no facilities in the city chosen by the pensioners for their post-retirement settlement, mostly at their native places. Sir, you may be aware that CGHS is available only in 26 cities of India, the latest inaugurated at Visakhapatnam January 9,2017 by your honour along- with Shri M Venkaiah Naidu, Hon’ble Minister for Urban Development, Hoursing & Urban Povetty Alleviation; parliamentary Affairs, UOI. CGHS facilities in 26 cities is too short a medicare facility for 10.81 lac Central Govt Pensioners/family pensioners plus 5.55 lax defence civilian pensioners plus 3.25 lac postal pensioners i.e 19.61 lac of pensioners/family pensioners scattered throughout the country.

3. The old pensioners desirous of joining CGHS now, on opening of center at the place of their residences or their shifting to a place where CGHS facility is available for some family compulsions, may not find it financially viable to subscribe at the new rates especially shedding subscription for ten years to become whole life member effective from February 1, 2017. Para 5(v) of memo dated January 9,2017, under refernece, reads, "Any pensioner/Family Pensioner who is entitled to avail CGHS facility has not so far got his/her pensioner CGHS card made, the rate of contributions in such cases will be with reference to the level of pay that he/she would have drawn in the post held by him/her (at the time of his/her retirement/death) had he/she continued to be in service now but for his/her retirement/death. Sir, a middle level pensioner retired in February, 1994 from the pay scale of 3000-4500/- (level 11) has till now got an increase in his pension to the tune 9.24 times against which his subscription to CGHS now at the new rates contained in memo of January 9, 2017 is hiked by 108.33 times i.e. 78,000/- now against 720/- subscribed in 1994. An illustration, in support of this with full calculations, is attached as an annexure and may kindly be glanced through.

4. Bharat Pensioners Samaj requests you to come to the rescure of old pensioners and advise the Ministry of Health & Family Welfare to review the new rates prescribed keeping in view the financial viability vis-a-vis rising cost of living and not depriving old pensioners of availing the facility at a stage when it is made available to them by the GOI. Fixing of subscription for old pensioners varying with the number of years passed since retirement/death may please be kept low compared to pensioners retired in later years.

Dearness  Allowance  for Workmen and Officer Employees  in banks  for the months of February, March  & April  2017 under X BPS/ Joint Note dated 25.5.2015

The confirmed All India Average Consumer Price Index Numbers for Industrial Workers (Base1960= 100) for the quarter ended December 2016 are as follows:-

October 2016	6345.60
November 2016	6322.77
December 2016	6277.12

The average CPI of the above is 6315 and accordingly the number of DA slabs are 469(6315-4440= 1875/4= 469  Slabs) The last quarterly Payment of DA was at 478 Slabs.  Hence there is a decrease in DA slabs of 9, i.e 469 Slabs for payment of DA for the quarter February, March & April 2017.

In terms of clause 7 of the 101h  Bipartite Settlement dated 25.05.2015 and clause 3 of the Joint Note dated 25.05.2015, the rate of Dearness Allowance payable to workmen and officer employees for the months of February, March & April  2017 shall be 46.90  % of  'pay'. While arriving at dearness  allowance payable, decimals from third  place  may please  be ignored.

We advise banks to pay the difference between the old and revised salary and allowance to officers on an ad hoc basis, pending amendments to Officers' Service Regulations.

1. Bharat Pensioners Samaj (BPS) Federation of pensioners’ associations, a conglomerate of over 628 pensioners’ organizations as an accredited Federation under the Government of India, had appealed to the Secretary, Ministry of personnel, Public Grievances and Pensions, on 16.2.2016 during the meeting on Aadhar seeding to hold a meeting of Pensioners Associations to discuss 7th CPS pension related recommendations, though he had agreed to hold such a meeting but it did not materialize.

2. Now BPS has come to know through NJCA News letter dated 27.5.2016 issued after their meeting with you on 26.5.2016that the Department of Pension is opposed to the first option recommended by the 7th CPC to bring about the parity with the past pensioners, as they consider it to be infeasible and impracticable (due to the non-availability of the requisite records)

3. It is hard to believe, how a department meant for the welfare of pensioners which helped pensioners to get better deal in earlier pay commissions could arrive at such a damaging and misleading decision without even consulting the stake holders.

4. Sir, Service record is a permanent one and if it to be destroyed, proper permission from the Competent Authority is to be obtained. In any case, service record of pensioners can always be reconstructed taking the details from various sources available with the department and the material collected from the Pensioner. This has been done in the past while implementing parity enunciated by fifth CPC and even while implementing modified parity of 6th CPC. It is also being done now implementing OROP. In this regard Your kind attention is also drawn to recent Bombay High court Nagpur judgement dated 09.03.2015 in case of Smt. Saija v. General Manager, Central Railway O.A.No. 2131 of 2011 (Bombay Bench at Nagpur)
Undersigned in the capacity of Secy. Genl ‘Bharat Pensioners Samaj’ request you to takean independent decision in view of submission in Para 4 above to save pensioners/family pensioners from unprecedented permanent damage by a department meant for their welfare.

The Managing Committee Member of BPS and the SCOVA Member rom NFRPA Shri.S.M.Kanjilal published the highlights of the 27th SCOVA Meeting held on 13th October 2015 on the official blog of Bharat Pensioners Samaj (BPS).

Brief of 27th SCOVA Meeting

The 27th meeting of SCOVA was held at Vigyan Bhawan on 13th Oct,15 at 11 hrs. The meeting was Chaired by Dr. Jitendra Singh , the Uninon Minister of State(IndependentCharge) for DoNER,Public Grievances & Pension, Atomic Energy and Space . Mr. Harjit Singh ,Joint Secretary ,(P&PW) submitted his welcome address to the house . After that all the Delegates attended the meeting introduced themselves, while as per programme Introductory remarks were placed by Secretary(P&PW).Later Hon’ble MOS(PP), Chairman SCOVA, addressed the meeting. He said that retired employees should become torch bearers of Start-up-India, Stand-up India initiative. Addressing the meeting, he called upon the pensioners to involve their vast experience and resources to assume the role of job creators. He said that the pendency without reason has to be taken care of completely. Sri Devendra Choudhury, Secretary DOP&PW beside others stated that department of P&PW has set a deadline of one months time during which backlog of 2200 pending pension grievances will be settled. He referred several welfare projects of GOI. It is reported that 19 Pensioners Association registered themselves under the initiative Sankalp.After his deliberation discussion was held on ATR on the points raised in the 26th Meeting of SCOVA and on Fresh Agenda items. The brief of the discussions appended below.

ATR of the 26th Meeting of SCOVA:

Item 1. Sl. No.1 of ATR, Status of issue revised PPO : On item (a),(b) and (c) no comments from the representatives of the Pensioners Association. However, on Ministry of Railways , the figure shown is confusing and promptly brought to the notice of the Chairman by the representative of NFRPA. He questioned when it is recorded in 6th CPC report that the total numbers of railway pensioners prior to 2006 was more than 10 lacs how the total revised cases of railway pensioners can be 1,10,543. No positive reply was there from official side. As regards the problems of dispatch of revised PPO to the pensioners address for not having the present address,the suggestion of NFRPA to handover the PPO to the pensioners through PDA had been taken into consideration.

Item 2 Sl.No. 3 of ATR Health Insurance : No comments

Item 3 Sl.No. 5 of ATR : Special Family Pension : Concerned Defence Pensioners Association raised some queries and questioned which have been discussed and noted.

Item 4, 5, 6 : Nothing specific discussed, except some grievances on Medical issues.

Item 7 Sl.No.9 of ATR : On the benefit of Rs. 4600 GP. It is stated that the concerned file is still pending with Department of Expenditure. On being urged to fix a time line by the representative of NFRPA,Guwahati,Assam, it is stated that within 10 days the file will be returned with comments to concerned Department.

Item 8 to 16 issues related to BSNL, Ministry of Health, DOP&PW etc have breen dicussed by the concerned reprentatives of the Pensioners Associations.

On Fresh Agenda of 27th Meeting.

1. On issue of acknowledgement to pensioners submitting life Certificate : CPAO formulated a format of Life Certificate which had been supplied to the Delegates and stated that the format will also be available in the wwebsite of CPAO.

2. Extension of the benefits of OM dated 28.01.13 less than 33 years : Stated that the matter is subjudiced.

3. On health issues (27.3,27.4) : On CGHS facilities various discussion were held . On RELHS issue NFRPA has proposed to include SMART CARD issue in the agenda which have not been taken. NFRPA representative raised the issue of SMART CARD. But the representative of official side of Railways failed to give any suitable reply.

4. On illegal recovery of pension vis a vis reduction of pension : The matter has been refered to DoPT on 07.06.15. DoPT informed on 30.06.15 that the matter is under consideration especially on the issues of impermissible-ness of recovery based on the letter of OM dated 06.02.14 and recent SC Judgments. It is stated that order may be issued for implementation of the guide lines prescribed by Hon’ble SC. On being insisted by the representatives of NFRPA, it is stated that before 27th Oct,15 the order will be issued. NFRPA also requested to review the issue of reduction of pension in fixing the Minimum Pension which has been done in misinterpreting the contents of the 6th CPC Resolutions and OM No. dated 1.9.2008 and 28.1.13respectively, wherein it is categorically stated that minimum pension in no case should be less than 50 % of the minimum pay of the pre-revised scale of the corresponding scale from which pensioner had retired.

5. On implementation of circular of P&PW(A) No. dt 30.7.15 it is directed that revision of pension in respect of all the pending cases must be completed by concerned Dept. by 16.10.15

6. On facility for online railway booking : NFRPA representative requested to extend the facility to Pass holders also so that the Retired Rly Pensioners can also avail this facility.

Full Pension to Pre 2006 Pensioners with less than 33 years of service but morethan 20 years QS – at par with Post 2006 Pensioners

Dear All affected,

For the information of every body,BPS is pursuing this issue justify from the beginning through different Forums.We have pleaded it before 7th CPC also.On 30.7.2015 only we said that the DOPPW OM dated 30.7.2006 is not implementation of CAT judgment but an extension of OM dated 28.01.2013 which was a result of BPS negotiations.

We have been informed that the issue of Full Pension to Pre 2006 Pensioners with more than 20 years of service but less than 33 yrs is still subjudice. Sometimes, over eagerness to file court cases becomes hurdle in negotiations & gives chance to administration to avoid or delay the issues.

I may assure you all that BPS wks for real achievements & not for gaining extra millage, neither BPS believes in inciting unjust inspirations.

I can only assure that BPS will not rest till all justified issues are resolved. Courts are the very last resort for pensioners.

Dear Sir,

 

Sub: Implementation of the order dated 1.11.2011 of Hon’ble CAT, Principal Bench, New Delhi in OA No. 655/2010.

 

 

1 Kindly connect DOP &PW letter No. 38/7 7-A/09-P8.PW (A) dated 29th May 2014 addressed to the Secretary(Shri sant Bhushan Lal) Central Government SAG (S-29) on the above subject.

 

 

2. At the outset. we will lire to point out that the above letter is in the nature of continuation of willful defiance of the CAT’s order by DOP &PW and is intended to GO AGAINST THE  judicial directives. What is displayed in this letter under reference is a deliberate minister pretation and distortion of the Hon’ble CAT‘s order dated 15. 5.2014 Para 2 of the above letter states that ‘As directed by the Hon’ble CAT, the order dated 111112011 of Hon’ble CAT, Principal Bench. New Delhi is required to be implemented in respect of petitioners in OA No. 655/2010″ which is factually incorrect and misleading. Hon’ble CAT-PB vide its order dated 01 11 2011 quashed clarificatory OM dated 03.10 2008 and directed to refix the pension of all pre-2006 retirees w.e.t. 1 1.2006. based on the Resolution dated 29 08.2008 While dismissing WP (C) No 153512012 of UOI on 29-4-2013. Hon’ble Delhi High Court upheld the verdict of the CAT PB Dismissing SLP (C) No.23055/2013 filed by UOI against the judgement of Hon’ble Delhi High on 29-7-2013 and then Review Petition (C) No 2492/2013 on 12-11-2013 and finally Curative Petition (C) No 12612014 on 30.4.2011, Hon’ble Supreme Court upheld the Judgement of the Hon’ble Delhi High Court with this, CAT verdict dated 1-11-2011. referred to 1 has attained legal finality.

 

 

3. On 15 052014, the Hon’ble CAT-PB disposed of Contempt Petition No 158/2012 direct ing the Uo1 to implement the directions of the Tribunal Honble Delhi High Court uphold-ing the verdict of CAT PB, took note of DOP letter F.No. 38137/08-P&PW (A) dated 28TH January. 2013 whereby the pension of all pie-2006 pensioners was stepped up from an arbitrary date ol 24-9-2012 as per the Resolution dated 29-8-2008 Further in Para 2 & 3 of the ludgement it is noted that the Government ol India has tacitly admitted that it was in the wrong and that the Tribunal is correct and the only issue that survives are the denying arrears to be paid to the pensioners with effect from January 01 , 2006

 

 

4. The operative part of the Honble CAT’s order dated 15-5-2014 is contained in Para 3 and reads as “It would be appropriate to dispose of the matter with direction to the respon-dents to implement the directions oi the Tribunal expeditiously. preferably within threemonths.‘ (Emphasis added). The direction of the Tribunal is with reference to its order dated 1-11-2011. The Hon’ble CAT never diluted its order dated 1.11.2011 nor could it have done so in its contempt jurisdiction especially when its order dated 1.11.2011 had got merged with the judgment dated 29.4.2013 of the Hon’ble Delhi High Court in WP (C) No. 1535/2012.

 

4.1 Consequently, contention of implementing this directive only in respect of the members of the SAG S-29 Association up to the date of filing of OA No. 06550010 is not valid All retired Central Government employees covered under the category of pre 2006 pension-ers are entitled for re-fixation of pension from 1-1-2006 as per the directive of the CAT-PB dated 1-11 -2011. which has been upheld right up to the Apex Court while dismissing SLP/Review petition/curative Petition in this case.

 

 

6 We. therefore, earnestly request you to please implement judicial verdict in its true spirit and content by issuing necessary instructions to the concerned authorities to disburse the arrears of pension tor the period 1-1-2006 to 23-9 2012 and stop further harassment and hardship to the aged pensioners in 70s and 80s (and a number of them being above 80-85 years at age) in their sunset years. For this, all that is required is to issue a corrigendum to your OM No 38140/12-P&PW(A) dated 28-1-2013 making it effective w.e.f. 1-1-2006.
