Air India LTC 80 fare list from November 2019 for Central Government employees

a) Above Charges are applicable per coupon.
In case of non-refundable, Basic Fare will be forfeited.

b) In case of Re-issuance : Applicable Charges and difference of fare if any are applicable.

c) LTC Tickets: Change/Refund Fee will be as applicable for highest Business or Economy Class fare

d) Armed Forces and related discounts : Change/ Refund Fee applicable as per RBD fare rules. All categories of (Armed Forces, Paramilitary Forces, General Reserve Engineering Forces, War Disabled Officers, War Widows and Gallantry Award Tickets under RBD K to L), (Armed Forces Bravery Award Tickets under RBD K to L)

(B) The refund rules applicable to Link Fares on all RBDs are as under:
(A) Originating point :
Tickets issued on fares under: RBDs K to U
  • Refund - Permitted up to 1 hr before scheduled departure of the flight against a Refund Fee of - Rs. 2500/- on the fare component.
  • Refund of No-show ticket : Non Refundable (Basic fare)
(B) Intermediate Point :
In case of completion of part itinerary, a passenger desirous of claiming refund will be allowed to do so after deducting the applicable fare on booked RBD, for the sector traveled along with the applicable Refund Fee plus applicable goods & service tax (GST).

(C) In cases of Flight Disruptions:
  • Alternate arrangements are made by the Airline- No Refund
  • Passenger is taken back to the point of origin by the first available service – Full amount to be refunded.
  • Own arrangement for the cancelled sector is made by the passenger(s): Refund of Basic fare of the cancelled sector
  • The passenger is not taken to the ticketed destination & passenger(s) makes own arrangement : Full refund in order in respective RBD along with unutilized non-airline taxes, if any.
  • No Re-validation or Cancellation Fee applicable on Infant Tickets.

Subject: - Grant of permission for journey performed by officers/officials in Airlines other than Air India -Regarding

The undersigned is directed to refer to HQrs office letter of even no. dated 30.06.2016 wherein IFA(WAC) Subroto Park, New Delhi has been nominated to deal with cases relating to Grant of permission for performing journeys by Officers / officials of DAD in Airlines other than Air India.
Consequent upon the request received from one of the Principal Controller regarding re-delegating the powers to more IFAs for convenience and effectiveness in working, the matter was examined in the HQrs office. Accordingly, the Competent Authority has decided to nominate the IFA’s as per Annexure ‘A’ to this letter for grant of permission for journeys performed by officers / officials of DAD in Air lines other than Air India.

Necessary action may please be taken by all the offices of DAD while processing the subject requests.

Subject:- Procedure to process cases to accord exemption for air travel in airlines other than Air India in individual cases - Regarding.

Reference is invited to Department of Expenditure O.M. No.19024/1/2009-E.IV dated 07.06.2016 on the ‘subject ‘cited above. In this context it is observed that a considerable number of cases in connection With travelling on official tour/LTC in private airlines (other than Air India) are being received for according post-facto approval. Availing the services of private airlines and subsequently seeking post-facto relaxation/approval is not a healthy practice.

2. With a view to avoid the following procedure is prescribed for travelling on official tour/LTC:-

(a)Officers should prepare tour programme sufficiently in advance and tickets for Air India be booked.
(b) The guidelines issued by the Ministry of Finance for relaxation to travel by airlines other than Air India must be adhered to and request for relaxation be Submitted at least seven (7) working days in advance from the date of travel.
(c) The tickets in either case should be booked either from the website of the Airlines or through the authorized agents nominated by the Ministry of
(d) Proposals for according post-facto approvals will not be entertained. However, in deserving cases, the proposal may be submitted with full justification for not obtaining prior approval.

3. The contents of this Circular may be brought to the notice of all concerned.

Subject: Exemption for travel in airlines other than Air India - reg.

Consequent upon the delegation of powers to the Financial Advisors to accord exemption for air travel in airlines other than Air India in individual cases, this office is receiving requests from the officers seeking exemption for air travel by airlines other than Air India.

While processing such proposals, it has been observed that in spite of repeated instructions issued by the Directorate vide letter no. 17-01/2015-PAP dated 28.07.2016, OM no. 9-1/2016-FA (Posts) dated 09.08.2016 and dated 28.02.2017 (Copies enclosed for ready reference), requests for seeking exemption are being submitted in the last days / hours of the proposed journey and that too with incomplete/insufficient reasons/documents in' prescribed Performa (Revised) as required vide Directorate OM no. 9-1/2016-FA (Posts) dated 28.02.2017. This results in avoidable delay in processing such cases and higher expenditure due to the last minute booking of tickets. It is-also seen that even without obtaining approval of the competent authority, the journey by airlines other than Air India is performed and at a later stage requests seeking ex-post facto approval are submitted, violating the instructions on the subject.

In view of the above, it is once again reiterated that the requests in the revised Performa complete in all respect are submitted to JS&FA at least 7 working, days in advance from date of travel so that adequate time is made available for processing in Integrated Finance Wing. It may also be noted that non-receipt of approval by the stipulated date does not entitle one to claim relaxation as a matter of right.
This issue with the approval of Competent Authority.

LTC Travel by Air India

As per instant instructions, the Leave Travel Concession (LTC) is applicable for travel by Air India and in Economy class only. However, relaxation has been given to travel by private airlines to visit Jammu & Kashmir with certain conditions.

This was stated by the Minister of State in the Ministry of Personnel, Public Grievances and Pensions and Minister of State in the Prime Minister's Office, Dr. Jitendra Singh in a written reply to question by Shri Sharad Tripathi in the Lok Sabha today.

Travel by Air while availing LTC - Air India LTC 80 Fare as on March 2017 - Central Government Employees travelling on LTC will have to purchase only Air India Tickets under LTC 80 Fare

Air-Travel-LTC

Instructions issued by Govt from time to time envisages that Central Government Employees will have to travel only by Air India by purchasing LTC 80 tickets, when they avail Air under Leave Travel concession.
Govt has also issued instructions regarding eligibility for reimbursement of Private Air tickets fare other than Air India LTC 80 Tickets, in certain circumstances such as non-availablity of Air India flights, tickets etc.

The Latest Air India LTC 80 Fare with effect from March 2017 along with Air India’s conditions for booking air tickets under LTC concession.

LTC Concession
Eligibility:Air India offers LTC in Economy and Business class Indians and their family members traveling on leave.For the purpose of concession, the family includes Spouse, dependent children 12Yrs and above and dependent Parents. They must be employed in the following institutions where leave facility is available:- Central & State Government.
- Public Sector Organizations.
- Educational Institute recognized / aided by Central / State Governments and / or officiated to any of the Universities / Education Boards.
Required Documents:Official ID card. Family members to carry the copy of the same.
Discount:Specific HLTC fare in Economy and DLTC in Business class.
Travel:Any sector within India.
Ticket Validity:1 Year from date of issue
Advance Purchase:Not required. Ticket can be purchased any time
Children:Normal discount on the class of travel. No additional discount applies.
Infant:(Under 2 years) 1st accompanying Infant - Rs.1000 per coupon, Plus applicable taxes. 2nd and more Infants, no discount permissible.
Date/Flight change, Cancellation & Refund:Permitted - Fee applies

Sub: Permission to Travel by Airlines other than Air India.

In terms of Board’s letter of riven number dated 16.05.2016 on the subject, certain guidelines were issued regarding grant of permission to travel by airlines other than Air India for official air travel (both domestic and international) by railway officers.

2. However, in some of the cases, the requests seeking relaxation/permission to travel by airlines other than Air India are being received without complete particulars, and requisite documents. Occasionally, even the sector(s) for which permission is sought for travel by private airlines are not indicated.

3. It is therefore requested that the reference seeking relaxation/permission to travel by airlines other than Air India may be made to Railway Board following the guidelines of air travel circulated along with the letter dated 16.05.2016 ,Some of which are reiterated below and additional particulars as indicated below may also be furnished.
(i) The request for relaxation/permission must be submitted to Railway Board at least 10 working days in advance from the date of travel, in the prescribed proforma also indicating the telephone number fax number (if an official email ID and grade / level of the officer travelling.
(ii) Request for post-facto permission should be avoided.
(iii) Those seeking relaxation on ground of non-availability of seats (NAS) must enclose NAS certificate issued by authorized travel agent / a copy of the sector specific snapshot of Air India Website.
(iv) Those seeking relaxation on ground of attending meeting at a particular time, must attach meeting notice and approved tour programme.

Subject:– Grant of Permission for journeys performed by Officers/officials in Airlines other than Air India-regarding.
The undersigned is directed to refer to this office earlier Office Memorandums of even number, dated 14-6-2016 and 21-6-2016 informing thereby about the decision of Ministry of Civil Aviation contained in their O.M.No. AV.18011/05/2012-AI, dated 20-5-2016 to authorize the FAs of Govt. Organisations to decide these cases without referring them to their administrative Ministry, provided the FA of the organisation is equivalent in rank to a Joint Secretary. It was inter-alia conveyed that respective Principal IFAs/IFAs not below the level of SAG can deal with the cases/requests relating to their respective organisations and the CGDA was advised to issue appropriate instructions directing respective IFAs to follow the criteria prescribed in the guidelines issued by Ministry of Civil Aviation and Ministry of Finance from time to time so that there is uniformity in grant of permission by the respective Financial Advisors.
2. It has been observed that requests for grant of permission to travel by Airlines other than Air India for official/LTC purposes are being submitted without complete information and requisite documents making it difficult for concerned Sections to process and decide such cases. Accordingly, for the guidance of all concerned and for ensuring uniformity in processing of such cases, it has now been decided to circulate a copy of gist of guidelines on the subject alongwith a proforma for applying for grant of permission to travel by Airlines other than Air India for official/ L TC purposes (annexure-A & B).The proforma has been devised considering various guidelines issued from time to time by Ministry of Finance for granting permission/relaxation to travel by Airlines other than Air India
3. CGDA and JS & Addi.FA dealing with Deptt. of OR&O are requested to bring these instructions to the notice of all concerned with the request to submit their cases in proforma at annexure-B duly filled in accordance with the guidelines at annexure-A.
4. These instructions are also brought to the notice of all concerned in MoD including MoD(Fin) for their guidance
5. This issues with the approval of Secretary(Defence Finance).

Relaxation to travel by airlines other than Air India while availing LTC will be granted only in exceptional circumstances. Non availability of Air India Flight or Seat on a particular on a particular day or time will not be considered a reason for relaxation

Sub:- Delegation  of powers  to Financial Advisers  to accord exemption for air travel  in  airlines other than Air India  in individual cases – reg. 

Reference   is  invited  to  Department   of Expenditure’s O.M. of even number  dated  13th July 2009 which  provides  that  in all cases  of air  travel,   both domestic and   international, wherein the Government  of India bears  the cost of air   passage,  officials have to travel  in Air  India only. For cases of air travel  by Airlines  other than Air India  because of operational  or other reasons or on account of non-availability,   the  powers  were  vested  with    Ministry of Civil Aviation  to accord exemption  in individual cases.

2.The  matter   has  been  examined   in  consultation   with the   Ministry   of  Civil Aviation. Accordingly,      powers      are    hereby     delegated     to     the     Financial     Advisers    of     the Ministries/Departments to accord  exemption  for  air travel,  both Domestic  and International,  by airlines other  than  Air  India.  In respect of individual  cases of Autonomous Bodies, the  Financial Advisers of the concerned Ministry/  Department  will  accord exemption  for Air travel  by Airlines other than Air India. The individual   cases   of Financial Advisers  for  air travel  in airlines other  than Air India,  will  be approved  by the  administrative   Secretary  of the concerned  Ministry.

3.    To regulate   the   individual  claims, guidelines and proforma for  seeking relaxation for travel by airlines  other than Air  India, are enclosed at Annexure – A & B.

Annexure- “A”

GUIDELINES  FOR RELAXATION  TOTRAVEL  BY AIRLINES OTHER THAN AIR INDIA

1. Request for seeking relaxation  is  required   to be submitted  in the  Proforma  (Annex.   B)

2. The request for  relaxation  must be submitted to Integrated Finance Division at  least 7  working  days in advance from  date  of travel.

3. There is  no requirement    to seek relaxation   for  those Sectors on which  General/blanket relaxation    has been accorded  by Ministry of Civil Aviation.

4. Those seeking  relaxation   on ground of Non-Availability of Seats  (NAS)  must enclose NAS Certificate  issued by authorized travel agents  or a copy of the sector  specific  snapshot of Air India website.

5. As per Ministry of  Finance, Department of Expenditure OM No.19024/1/2009-E.IV dated  13th July, 2009 for  sectors which  are not connected  directly  by any of the airlines, an employee  must  travel  by Air India upto  the  nearest hub. Relaxation will  be granted for the remaining  segment.

6. Relaxation to  travel  by airlines  other  than  Air  India while availing  LTC  will  be granted only  in  exceptional   circumstances. Non  availability   of  AI flight/seats on  a particular day/time  would not be considered as a valid ground for seeking relaxation.

7. Availability  of lower  fare is no criteria for seeking relaxation.

8. Those seeking relaxation  on the ground  of attending  meeting at a  particular  time,  must attach meeting notice and approved tour programme.

9. For foreign  travel  cases, where  full  or partial  grants  are received, journey  has to  be performed   on Air  India  upto  the  place  upto  which  Air  India  is  available  and  seek relaxation  for  the  remaining  sector.   On international   routes  where  Air India  has  code share partner, the same must be utilised.

10. For invitees  from  abroad   travelling  on Government  of India funding,  efforts  should  be made to book them  on Air India and Air India code share  flights  to the  extent possible.

11.Non-receipt  of approval   by the stipulated date does not  entitle  one to claim,  relaxation as a matter  of right.

11.  Undertaking from  the travelling  official that in case permission  is granted for  air journey other  than  by Air India, he/she will avail  the cheapest available   ticket  in  the  entitled   category  among  the options   of various private  airlines operating in that sector.
