Subject: Merger and re-designation of various common category posts as per 6th CPC recommendations- Reg.

Sir,

In continuation of MOD letter of even No. dated 27th February 2013 letters of even number dated 01st May, 2015 and 08th August, 2016 were subsequently issued on the subject mentioned above with the approval of Ministry of Finance (Deptt. of Expenditure). As the Model RRs for various posts of Draughtsman Cadre have now been issued by DoP&T vide letter No.AB-14017/7/2013-Estt(RR) dated 09th January, 2017, the designation of Draughtsman Cadre in defence Establishments may be kept as per the Model RRs, which as under :

2. Other terms and conditions mentioned in the above mentioned letter dated 01st May 2015 shall remain unchanged.

3. This issues with the concurrence of Ministry of Finance (Deptt. of Expenditure) UO Note No.10 (6)/E.III(B)/2012 dated 12.04.2017 and Ministry of Defence (Finance AG/PB) vide their Dy No.76/AG/PB dated 27.04.2017.

Sub: Revised classification and mode of filling up of non-gazetted posts -  Scheme for filling up of vacancies after 31.12.2016.

Ref: Board's letters of even no dated 03.09.2009, 07.06.2010, 21.11.2011, 23.05.2012, 15.1.2013, 24.05.2013, 03.01.2014, 16.06.2014, 31.12.2014 & 09.02.2016 on the above subject.

Attention is drawn to Board's order issued on 03.09.2009, consequent upon implementation of 6th CPC recommendations, regarding mode of filling up of Non-gazetted posts consequent upon merger of grades. The above scheme of such mode of filling up of non-gazetted posts has since been extended from time to time, last validity being till 31.12.2016.

2. 7th CPC, in its report in para 5.1.45 has recommended that benchmark for performance appraisal for MACP as well as for regular promotion be enchanced from Good to Very Good. While recommendation for MACP has been accepted by Government and instructions in this regard have been issued vide Board's letter No.PC-V/2016/MACPS/1 dated 19.12.2016 (RBE No.155/2016), the issue regarding benchmark for regular promotion is still examination in consultation with DoP&T.

3. Accordingly, it has been decided by the Board that till such time instructions for benchmark for regular promotion are issued, the existing methodology and benchmarks for Promotion, as enumerated in the Board’s letters referred to above, may continue till further orders.

In context to NFIR’s  letter under reference on stated that  instructions regarding stepping up of pay of senior promotees – with reference to such of their directly recruited Juniors; whose basic pay is more than that of their Seniors have already been issued by Ministry of Railways vide Board’s letter No.PC-VI/2010/I/RSRP/1 dated 17.02.2010 (copy enclosed for ready reference).

Subject: Payment of revised rate of Composite Personal Maintenance Allowance (CPMA) as per 6th CPC Orders.

Reference CGDA UO No.AT/I/3510/6th CPC/Vol. IX dated 21.01.2015 on the above subject.

2. The matter has been examined in consultation with Defence (finance). It is clarified that composite personal Maintenance Allowance (CPMA) is admissible at single rate w.e.f. 01.09.2008 as per MoD letter No.1/54/2008/D(Pay/Services) dated 4.11.2008 irrespective whether service in kind has been provided or not. It is also clarified that MoD letter No.90099/AG/PS3(b)/1541/D(Pay/Services) dated 13.7.1998 stands obsolete after implementation of VI CPC recommendations.

In continuation of MOD letter of even No. dated 27th February 2013, on the subject mentioned above, the proposal regarding re-designation of various posts in Defence Establishments consequent upon their merger as per 6th CPC recommendations has further been considered and referred to Ministry of Finance, Deptt. of Expenditure through Integrated Finance for approval.

2. Ministry of Finance, Deptt. of Expenditure vide Ministry of Finance, Deptt. of Expenditure U.O. No.10 (6)/E/III.B/2012 dated 26th December 2014 and subsequent clarification furnished vide U.O. of even No. dated 7.4.2015 has intimated that the proposal has been examined in consultation with Deptt. of Personnel & Training, and approved the common designations of various cadres as under:-

3. The above approval is subject to the following:
(i) It does not involve any change in pay scale in any manner whatsoever.
(ii) It does not require re-fixation of pay in case nor does it involve change in date of increment.
(iii) It does not disturb the next higher post in the hierarchical line of promotion, and
(iv) It does not entail any financial implication whatsoever in any form whatsoever.
4. The proposal with regard to continue with the nomenclature/ designations of Stenographer Cadre, Administrative Cadre, Technical Cadre (Chargeman, Tradesman Mate, Labour/Mazdoor) Scientific Staff, Telephone Operator, CMD Cadre and Photographer Cadre is subject to the condition that for the common category cadres where Model RRs are issued by the DOP&T, the re-designation will be as per Model RRs and no deviation in such common category posts is allowed.

5. This issues with concurrence of Ministry of Finance, Department of Expenditure vide their U.O. No.10(6)/E.III.B/2012 dated 26 Dec., 2012 and clarification dated 7th April 2015 and Defence (Fin./AG/PB) vide their Dy. No. 31/AG/PB dated 28th April, 2015.
