Sub: Recording of PPO Number in the Bank Pass Book of Defence pensioner/family pensioner

Ministry of Finance has been receiving various applications from Central Civil Pensioners/Family Pensioners and Registered Welfare Organisations related to pension problems like how to get duplicate PPO in case of missing of original PPO, commencement of family pension to spouse or dependent children after the death of pensioner, transfer of pension account from one bank/branch to another bank/branch. However, complaints are not attended immediately by banks in absence of PPO numbers in bank pass books. To obviate this situation, Ministry of Finance, Department of Expenditure, Central Pension Accounting Office vide OM No. CPAO / Tech / Clarification / P&PW I 2014-15/426-497 dt. 17.09.2014 advised the Heads of all CPPCs and Government

Business Departments to instruct all their bank branches dealing with pension payments to record the PPO numbers in all the pass book of the pensioners/family pensioner issued by them.

However, there was no mention about applicability of above instruction to defence pensioners/family pensioners. Therefore, a clarification in this regard was sought from the Ministry, who has now advised, vide F.No. 7/124/2014-BOA dt. 23rd Aug 2016 to the CEOs of all PSBs to ensure recording of PPO numbers in the bank pass books of Defence pensioner/family pensioners.


It is therefore requested to issue suitable instructions to all your bank branches dealing with pension payments to record the PPO numbers in the bank pass books of Defence Pensioners/family pensioners (including Defence Civilian Pensioners/family pensioners).

Subject.-Restoration of 1/3rd commuted portion of pension in respect of Government servants who had drawn lump sum payment on absorption in Central Public Sector Undertakings/ Central Autonomous Bodies-Stepping up of notional full pension w.e.f. 01.01.2006 for the purpose of Dearness Relief and additional pension for old pensioners.

Attention is invited to DP&PW OM No. 4/38/2008-P&PW (D) dated 17.02.2016 (copy enclosed) on the captioned subject.

All Pr. CCAs/CCAs/CAs and Accountants General/ Administrators of UTs are requested to take up the revision of pensions of these pensioners on priority basis. A list containing Ministry/ PAO wise number of such cases is enclosed herewith Further, the list of PPO numbers of such cases are already provided on CPAO’s website for downloading by respective offices by using login and password provided by CPAO.
Apart from above cases, some more cases falling under above category may also come to the notice for revision of pension by Ministries/Deptts. In this context, Pay & Accounts Offices may check their records for any such additional cases requiring revision.

All Pr. CCAs/CCAs/CAs/ Administrators of UTs and Accountants General may issue necessary instructions to their PAOs dealing with revision of pensions to take necessary action for revision of such cases on priority basis.

This issues with the approval of Competent Authority.

Reserve Bank of India has issued a circular on Payment of Agency Commission on pension accounts

RBI has clarified that agency banks are being compensated at Rs. 65 per transaction for handling pension computation, payment and related services on behalf of Central and State Governments up to 14 transactions per year. So, splitting up transaction for earning more commission by banks is not permitted.

Payment of Agency Commission on pension accounts

As you may be aware, agency banks are being compensated at Rs. 65 per transaction for handling pension computation, payment and related services on behalf of Central and State Governments. As per the norms followed by the Government, a pensioner’s account should not have more than 14 credit transactions in a calendar year attributable to pension and related arrear payments, if any.

2. It has however come to our notice that certain banks are apportioning payment of arrears on account of Dearness Relief (DR) and/or delay in start of pension monthwise, thus, resulting in inflated agency commission claims. It is reiterated that number of commisionable transactions for payment of agency commission on account of pension in a year should not exceed 14. This includes one monthly credit for payment of net pension and a maximum of two per year for payment of arrears on account of increase in DR, if applicable.

3. It is also reiterated that cases involving payment of arrears on account of late start/restart of pension qualifies as a single transaction for claiming of agency commission. In other words, any payment of arrears on account of late start/restart of pension should be effected in a single credit transaction instead of separate monthly credits.

4. Some of the Central Government Departments and State Governments prefer to compute the pension figures on their own and pass them on to banks for payment. Such transactions may be included under non-pension payments, on which agency commission is payable on a turnover basis as per the existing norms (currently at 5.5 paise per Rs. 100/-).

Sub: Competent Medical Officer/Board for issuing certificate of disability for the purpose of family pension under rule 54 of CCS (Pension) Rules, 1972 – reg.
Reference is invited to this department’s Office Memorandum of even number dated 30th September, 2014 on the above subject.

2. It had been conveyed that for grant of family pension under the CCS (Pension) Rules, 1972, the authority competent to issue disability certificate would be as specified in the guidelines issued by the M/o Health & Family Welfare Notification No.S.13020/1/2010, dated 18.6.2010, in pursuance of the Persons with Disabilities (Equal Opportunities, Protection of Right and Full Participation) Rules, 1996. It had also been conveyed that for the past cases, the disability certificate issued either in pursuance of the guidelines, dated 18.06.2010 or in pursuance of rule 54 (6) of the CCS (Pension) Rules, 1972 shall be acceptable.

3. As per Section 2(p) of the Persons with Disabilities (Equal Opportunities, Protection of Rights and Full Participation) Act, “medical authority” means any hospital or institution specified for the purposes of this Act by notification by the appropriate Government. In pursuance of this, State Governments/UT administrations are required to notify the medical authorities to issue disability certificate.

4. In addition to the authorities indicated in para 2 above, for grant of family pension under the CCS (Pension) Rules, 1972, including past cases, the authority competent to issue disability certificate would be any hospital or institution specified as a Medical Authority for the purposes of the Persons with Disabilities (Equal Opportunities, Protection of Rights and Full Participation) Act by notification by the Central Government or a State Government or a Union Territory Administration.

Department of Expenditure has advised Banks to issue the acknowledgement at the time of submission of Life Certificates by the Pensioners in the prescribed format given below.

Subject:- Modification in the format of Life Certificate -Issue of Acknowledgement to pensioners.

Attention is invited to this office OM No.CPAO/Tech/Simplification/2012-13/325 dated-18.02.2013 directing the banks to allow pensioners/family pensioners to submit the life certificates as well as other certificates to any branch of the bank through which their pension are being disbursed. In this context, several instances of stoppage of payment of pensions have been reported citing non-receipt of life certificate even though the pensioners had submitted their life certificates to the bank, due to misplacement of the life certificate at the bank branches concerned. Instances of some pension paying banks not accepting life certificates given to them by pensioners and directing pensioners to submit the life certificate to CPPC have also been reported causing great inconvenience to pensioners, which results in either stoppage of payment of pension or delay in payment of pension.

In this context, to alleviate the hardship faced by the pensioners, RBI has also instructed all the Agency Banks handling government pension payment, vide Notification No. RBT/2014-15/ 587 DGBA. GAD No. H-5013/ 45.01.001/2014-15 dated-07.05.2015 that on receipt of life certificate submitted in physical form, banks to issue duly signed acknowledgement to the pensioners and to enter the same in their CBS immediately and issue a system generated receipt to serve the twin purpose of acknowledgement to the pensioners as well as real- time updation of records.

To facilitate the bank authorities, CPAO has prescribed a modified format of life certificate providing therewith acknowledgement of the receipt of the life certificate vide Correction Slip No.24 to the Scheme for Payment of Pensions to Central Government Civil Pensioners by Authorized Banks. The acknowledgement is a part of the format of Life Certificate, which can be detached and given to the pensioner by the receiving bank. The Chairmen/Chief Executive Directors of Authorised Banks are requested to ensure that their paying branches follow the above instructions scrupulously without fail.
