Consequent to the grant of CSD Canteen Facilities to the Defence civilians Pr. Controllers/Controller to nominate an Officer for countersigning the application forms

Reference : This office letter of even No dated 14.08/2015

A copy of the DDGCS letter 96301/Q/DDGCS/Policy dated 12.08.2015 regarding CSD Canteen facilities to retired Defence Civilians. is forwarded herewith for information and necessary action. The letter is to be given wide publicity by displaying on the notice boards/ websites.

2. Further, attention is invited to point 7 and 9 of the letter wherein action to be taken on the part of the Department from where the Officer/ employee has retired has been mentioned. The Pr. Controllers/ Controllers are requested to nominate an Officer not below the rank of an Under Secretary to Govt of India or equivalent for countersigning the application forms received from the applicants.

The orders should be promulgated and the details be forwarded to DDGCS, Army Headquarters, New Delhi.

CSD Canteen: FREQUENTLY ASKED QUESTIONS 
Q1 Do I have to pay any penalty for making new Smart Card after I have lost the old Card? 
A1 (a) Penalties on Loss of Smart Cards Yes, In case of loss of Canteen Smart Card (Grocery/Liquor) by an individual following penalties will be levied in addition to costs of Smart Card and penalty amount will be merged with the URC profit :-

Loss/Card Liquor Grocery
First Time Rs. 500/- Rs. 500/-
Second and subsequent Time Rs. 1000/- Rs. 1000/-

Note. Chairman of the URC may wave off the Penalty depending upon the genuineness of the loss, in exceptional cases. 
 
(b) There have been few cases of misuse of lost Smart cards. Therefore, loss of Canteen Smart Card is being dealt with strictly. In addition to person applying afresh for the card and giving wrong details, responsible scrutinizing staff/ countersigning authority will also be held accountable for wrong details in application for fresh Individual Smart Card.

Q2. Why restrictions are laid by some URCs on entry as well as issue of items to authorized persons? 
A2. Misuse of canteen facilities is detrimental to the welfare of the genuine buyers. This needs to be curbed. Sometimes temporary restrictions are also put on place due to short supply of certain items or excess purchase of certain items by customers during particular season. The responsibility to manage the available inventory as also to curb misuse of facility, lies with the Chairman of URCs. In order to streamline and further refine the procedures, following is being implemented:-  
(a) No Bulk Purchases by Individuals. No bulk purchases by an individual are permitted. URCs can lay down restrictions at local level to ensure the same. However, all bulk purchases, if valid reasons necessitate, will be supported by one time use written permission of the Chairman of URC.

(b) Strict check on entry and allowing only authorized persons to avail canteen facilities. Entry into any URC will be purely Smart Card based by personal appearance.

Q3 . What are orders on the issue of liquor? 
A3 Liquor Quota. There is no change in liquor authorization. However, it is limited as per brand/type for better planning and control over quality & quantity. As such, following restrictions are presently enforced:-
  (i) Officers. Scotch whisky permitted up to 50% of total entitlement.
(ii) JCOs & Eqvl. Not more than three Whisky bottles including one Scotch Whisky of the entitlement.
(iii) Others. Not more than two Whisky bottles including one Scotch Whisky of the entitlement.

Note. This restriction will be revised by the DDGCS from time to time as per requirement, availability of funds and stock position.

 
Q4 What is the entitlement for purchase of car?  
A4 Four Wheelers(Car). An entitled person based on his purchasing power will be entitled to purchase first or subsequent car only after years and up to capacity as mentioned below:-
(a) Officers (Incl Retd) - Four years and upto 2500 cc capacity.
(b) JCOs/Eqvl granted Hony Commission (lncl Retd) – Seven years and upto 1500 cc capacity
(c) JCOs/OR & Eqvl (Incl Retd) - Once while in service and once after retirement up to 1400cc capacity.

Q5. Is there a minimum service limit for purchase of car by JCOs/ OR?
A5. Yes, A JCO/ OR should have rendered min 15 years of color service to apply for a car.


Q6. What are restrictions on purchase of a 2-Wheeler?
A6 All categories (Incl Retd) can buy a 2- wheeler after every three years. .


Q7. Is there any restriction on AFD items? 
A7. AFD Items like Refrigerator, TV, Washing Machine etc can be purchased after every three years by all categories.
Note: Control Over AFD Items will be reviewed from time to time as per requirement, availability of stores and budgetary situation of CSD.


Q9. What are the orders for entry into a URC?
 
A9. Entry into any URC will be purely Smart Card based by personal appearance. In case a particular Offr/JCO/OR/Equivalent is unable to present himself personally due to valid reasons like old age or acute medical problem, a permission, signed by the Chairman/ CO/OC of the unit/ establishment running the URC must accompany the Smart Card with photo of the authorized person carrying it. Validity period and genuineness of requirement of such permission will be decided by the Chairman of the URC on case to case basis.

CSD Canteen Facilities for Retired Employees – Long pending demand accepted by MoD


For a number of years the Defence Civilian employees have obtained the facility to buy items at subsidized prices from CSD canteens. Especially, Ordnance Employees could buy anything from groceries to bike – at super-subsidized rates from the CSD Canteens, also called Unit Run Canteens. But these facilities were denied to retired employees.

There is no doubt that such concessions are of tremendous importance post-retirement, when the person faces extreme financial crunch. There is no denying the fact that the mental satisfaction is much higher when these items are bought at subsidized rates from these canteens. Also, denying this privilege after retirement becomes a prestige issue of sorts.

After prolonged fights by all the federations of employees union, the Centre is accepted to extend the subsidized CSD canteen facility to retired defence civilian employees too. It is being said that the Minister of Defence has given his approval to the order.

More information on this is expected soon. Issues like who qualifies for the facility, what are the items they cold buy at subsidized rates, and providing Smart Cards, etc., have not yet been decided.

One thing is for sure – retired employees can now proudly shop at the CSD canteens.

Centralised Car Sanction by CS Dte on behalf of the QMG is being discontinued with effect from 20 Jul 2015 and individual will process the car sanction through the CSD Depots as hither- to- fore prior to Jan 2012. The detailed order has been published by CS Dte on behalf of QMG.

DISCONTINUING CENTRALISED CAR SANCTION FOR PURCHASE OF CAR THROUGH CSD

1. Refer following letters:-
(a) This HQ letter No 96410/Q/DDGCS dated 15 Apr 2011.
(b) This HQ letter No 96410/Q/DDGCS dated 16 Jan 2012

2. Due to budgetary constraints, the car sanction was centralised in Jan 2012. However, due to the improved Budgetary allocations, the centralised Car Sanction by CS Dte on behalf of the QMG is being discontinued with effect from 20 Jul 2015. Individual(s) will process the car sanction through the CSD Depots as hither-to-fore prior to Jan 2012. The new indent form to be submitted to CSD Depot is att at Appx and also can be downloaded from www.csdindia.gov.in/www.indianarmy.nic.in. Guidelines for purchase of four wheeler from CSD is also enclosed.

3. The countersigning authorities and CSD Depots will exercise due diligence while scrutinising the documents to verify the authenticity of applicant and ensure that only eligible category avail this facility as enunciated vide our letter No 95286/SG/Q/DDGCS dated 29 Apr 2015 (Copy att). The onus of correctness of application will be on both applicant and countersigning authority to prevent any misuse/malpractice of this facility. Each application will be vetted by CSD Depot for orrectness in all respects. In case any malpractice/misuse is noticed, strict disciplinary action will be initiated.

4. This Letter be given vide publicity inculuding display in the notice boards in Station HQs Zila Sainik Boards and URCs for information of all concerned.

GUIDELINES FOR PURCHASE OF FOUR / TWO WHEELERS & OTHER AFD-I ITEMS
ENTITLEMENT FOR FOUR WHEELERS:

PURCHASE OF FOUR  TWO WHEELERS CSD

Entitlement for AFD-I items other than car (refrigerator, tv, w/machine, two wheelers etc.)
For all categories after every three years.

Procedure for purchase of four wheelers:
  • Customer who wishes to purchase four wheelers through CSD must obtain sanction from the office of Deputy Director General Canteen Services (DDGCS), QMG Branch, New Delhi in the prescribed application form.
  • Obtain availability certificate from the dealer.
  • On receipt of approval letter from DDGCS, QMG Branch New Delhi submit prescribed application (CSD Depot Indent form) at the concerned depot alongwith availability certificate and payment in the form of DD or RTGS/NEFT.
Other documents required at the depot for verification in addition to copy of car sanction letter from DDGCS, QMG Branch.
  • CSD depot indent form duly countersigned by Commanding Officer of the unit for serving personnel or by Station Commander or Dy Director of Zila Sainik Board for Ex-Servicemen.
  • Car sanction letter from DDGCS office, QMG Branch.
  • Copy of PAN card/ Form 16.
  • Copy of driving license (relaxable for retired PBORs & Senior citizens)
  • Certified copy of paybook bearing entry with regard to purchase of car (applicable only for serving JCOs/OR and equivalents).
  • Certificate from the CO/OC of Unit confirming that financial position of the applicant allows to purchase a car (applicable only for serving JCOs/OR and equivalents).
  • PPO/Discharge book/Release Order (for ESM).
  • Any other document as prescribed under the respective State Govt. notification.This is essential since State Govts while extending VAT relaxation prescribe specific documents to be submitted.
  • Address proof.
Procedure for purchase of two wheelers & other AFD I items:

Entitled customer can purchase the items from CSD depots on submission of prescribed application form duly filled in alongwith payment either by DD or RTGS/NEFT. No prior sanction is required for two wheelers and other AFD I items from QMG’s Branch.

Miscellaneous points
  • DD to be drawn in favour of “Canteen Stores Department, Public Fund Account (Main) from any nationalized bank payable at the station of CSD depot. Prior to making the bank draft latest rates should be confirmed from the concerned depot/ dealer as these are subject to change. For approximate rates please go to product search on the Home Page of this website.
  • On submission of application and payment, concerned depot will release documents such as OR, Sale letter, Supply Order, Authority letter etc.
  • These documents have to be submitted to the concerned dealer for effecting delivery of the item.
  • Payment for registration and insurance will be made to the dealer and not to CSD depot.
  • For additional accessories, customer has to bear the expenses.
  • In case a vehicle has a waiting list in the civil market, the same should be booked with a dealer who is affiliated with CSD, with minimum booking amount as decided by the manufacturer. Full payment can be made with CSD depot once the vehicle is available and the dealer issues an availability certificate. Advance booking of the vehicle with the civil dealer will be governed by the rules as promulgated by the manufacturer/dealer. This will save unnecessary blockage of funds.
  • No payment is to be made on account of CSD handling charges/ logistic charges
    etc. to the dealer.
  • Price will be charged as applicable at the time of delivery of item.
  • No interest will be paid by CSD or by the dealer for late delivery of the vehicle.
  • Business hours of CSD depots vary so please contact CSD depot concerned to ascertain transaction timings.
  • No transactions are entertained on Sundays and Holidays.

2. AFD items valued more than Rs. 750/- per item are automatically counted in the annual limit. Local restrictions on lower monetary limits on grocery may be laid down by the canteen management purely for inventory management/ administrative reasons.

3. Unit Run Canteens management will ensure attractive items are sold as on required besis and not in excess quantity. Strict watch be maintained on sale of Items where there is a large difference in CSD and market rates as suitcases, watches, pressure cookers, fans and other attractive loiletry and cosmetic items.  Profile of customers be strictly watched for spending beyond means.
