Announcement of Pongal Festival Bonus to the employees working under TN State Government for the year 2017.

The State government of Tamil Nadu on Wednesday announced Pongal bonus for its employees, teachers and pensioners. This will incur an additional expense of Rs. 325.20 crore to the government.
According to the announcement made by the Chief Minister O.Panneerselvam, government employees and teachers in 'C' and 'D' Groups will get bonus equal to 30 days salary with a ceiling of Rs. 3,000.
The officers and teachers belonging to the 'A' and 'B' categories, will receive a special bonus of Rs. 1,000. Pensioners, family pensioners and retired village officers will get Rs. 500 as Pongal gift.

ORDER

The Government issue the following orders for the payment of Bonus and Ex gratia for the year 2015 to 16 payable during 2016 to 17 to the workers and employees of State Public Sector Undertakings:

(i) All workers and employees of State Public Sector Undertakings who are drawing a Grade pay of Rs. 4300 in the scale of pay of Rs.9300-34800 and below (Rs.5300-150-8300 and below in the pre-revised scale of pay) i.e.. those who are in the C & D Groups, irrespective of their eligibility, be paid a minimum Bonus of 8.33% and Ex-gratia of 1.67% before 30.9.2016 to claim it as an eligible expenditure under Income Tax Act, 1961 subject to the salary ceiling of Rs.7000/- for the purpose of determination of Bonus for the year 2015-16 and in relaxation of the eligibility salary ceiling of Rs.21,000/- as per the Payment of Bonus Act, 1965 and Payment of Bonus (Amendment) Act, 2015.

(ii) Those State Public Sector Undertakings, which can pay Bonus over and above the statutory minimum Bonus, based on allocable surplus calculated as per the Payment of Bonus Act, 1965. may pay higher bonus upto 20% before 30.9.2016 to claim it as an eligible expenditure under Income Tax Act, 1961 subject to the salary ceiling of Rs.7000/- for the purpose of determination of Bonus for the year 2015-16 to the workers and to the employees in the C & D Groups and in relaxation of the eligibility salary ceiling of Rs.21,000/- as per the Payment of Bonus Act, 1965 and Payment of Bonus (Amendment) Act, 2015 In case, the Bonus payable based on allocable surplus is less than 10%, Bonus and Ex-gratia together not exceeding 10% shall be paid.

(iii) In the case of employees falling under the above salary limit, who worked for part of the year 2015 to 16, the Bonus & Ex gratia may be paid proportionately.

(iv) In respect of the workers / employees of State Transport Undertakings, Tamil Nadu Generation and Distribution Corporation(erstwhile TNEB), Tamil Nadu Co-operative Milk Producers Federation, Tamil Nadu Civil Supplies Corporation, Poompuhar Shipping Corporation and Plantation workers of Tamil Nadu Tea Plantation Corporation Limited, Arasu Rubber Corporation and Tamil Nadu Forest Plantation Corporation Limited, the Administrative Departments concerned of the Secretariat will issue orders separately on the same pattern as has been done during the previous year.

(v) In respect of the employees under A and B Groups. appropriate action would be taken to issue separate orders for payment of Special Adhoc Bonus / Ex gratis based on the orders, if any, issued for Government employees during Pongal Festival 2017.

ORDER:

The Government of Tamil Nadu is granting various interest free and interest bearing advances to its employees. Among them, the following loans and advances are included under Demand 16 – Finance Department:-

Except Marriage Advance, all other advances are administered by the Director of Treasuries and Accounts.
2) In respect of Advances administered by the Director of Treasuries and Accounts, funds are allocated based on requirement from the Heads of Department / District Collectors. Whereas, in the case of Marriage Advance, sanction is accorded for notional allocation of funds to Heads of Department / District Collectors without knowing the actual requirement. This kind of fund allocation led to under utilization of funds by certain departments / districts and pendency of application for want of funds in some other departments / districts. Consequently, the huge surrender of funds occurred resulting to adverse remarks from the Accountant General (A&E).

3) The Government, after careful examination, has decided to streamline the administration of the Marriage Advance scheme. Accordingly, Government direct that the administration of the Marriage Advance Scheme be entrusted to the Director of Treasuries and Accounts as in the case of other advances listed above and issue the following orders:-
(i) The Director of Treasuries and Accounts shall be the administrator of Marriage Advance Scheme from the year 2016-2017;
(ii) The funds provided in the Budget Estimate 2016-17 under the Head of Account ‘7610 00 800 AC’- included in Demand 16 – Finance Department, shall be allocated to the Heads of Department and District Collectors based on requirement;
(iii) The Heads of Department and District Collectors shall send their requirement to the Director of Treasuries and Accounts and get funds for sanctioning Marriage Advance to the Government employees under their control as in the case of other advances;
(iv) The Director of Treasuries and Accounts shall be the Estimating, Recounciling and Controlling authority for the head of account 7610 00 800 AC;
(v) The Heads of Department and District Collectors shall follow the existing Government Orders and instructions governing the sanction of Marriage Advance;
(vi) The Director of Treasuries and Accounts shall follow the usual procedures for allotment of funds as applicable to other advances; and
(vii) The Director of Treasuries and Accounts shall issue instructions to Heads of Departments/ District Collectors on modalities for seeking funds to sanction Marriage Advance.
