'Expected DA January 2016' has the honour of making not just the Central Government employees and pensioners curious; it has even got the 7th Pay Commission on the list of eagerly waiting audience. It is a well-known fact that Central Government employees love to read all kinds of information, analyses, orders, and predictions about the Dearness Allowance. Here are our fact- and trend-based predictions for the additional Dearness Allowance which will be announced from 01.01.2016.
Calculation of DA : The Government of India presently calculates the level of inflation for purposes of grant of dearness allowance to Central Government Employees on the basis of the All India Consumer Price index Number for Industrial Workers (2001=100) (AICPI). The twelve monthly average of the AICPI (2001 base) as on 1st January and 1st July of each year is used for calculating the Dearness Allowance (DA).
Each month, the Central Government’s Labour Bureau releases price-related data called the CPI (IW) on Base Year 2001=100. 78 important cities and towns from all over the country were selected and the fluctuations in prices of essential commodities in all these places are noted. Based on these data, the points, abbreviated as AICPIN, are calculated. The Pay Commission will, in its report, explain in detail how the DA is calculated based on these statistics, known as the ‘DA Determination Formula.’
The Dearness Allowance of not just the Central Government employees, but also the state government employees, is being paid as per the method prescribed by the 6th Pay Commission. The DA calculation method was implemented from January 2006 and will continue to be in effect for ten years, until December 2015. This DA determination method comes to an end now due to the constitution of the 7th Pay Commission.
Implementation of 7th CPC : The 7th Pay Commission is expected to submit its recommendations to the government before December 2015. Its recommendations are expected to be implemented from January 2016 onwards.
Dearness Allowance after 1.1.2016 : After 01.01.2016, Dearness Allowance will be issued based on the prices of essential commodities, as per the method recommended by the 7th Pay Commission. For example, the 6th Pay Commission’s recommendations were implemented from January 2006 onwards. The DA for the months of January 2006 to June 2006 was not paid. DA was issued only from the month of June 2006.
DA Calculation Method of the 7th Pay Commission : Successive Pay Commissions have made changes to the DA formula, suggesting their own methodology for determining the quantum and frequency. The 7th Pay Commission will also expected to recommend a different methodology to determine the DA.
One cannot say for sure that the 7th Pay Commission will follow the method that was recommended by the 6th Pay Commission. It could modify the current CPI(IW) BY 2001-100 statistics index. It could also change the current “Linking Factor 115.76” method. It is difficult to predict how these factors would differ in the recommendations of the 7th Pay Commission report.
Expected DA January 2016 : The Dearness Allowance from January 2016 will be calculated based on the AICPIN points for the six months starting from July 2015. The AICPIN points of only three months have been released as of now. Expected DA for January 2016 can be calculated only after the AICPIN points of October, November and December are released. On a fair guess, assuming that the AICPIN points remain the same for the remaining three months, one can expect Dearness Allowance of 6 percent and the total Dearness Allowance will increase by 125 percent. Unless there is a dramatic change in the AICPIN points, the total Dearness Allowance will very likely be around 125 percent.
The relationship between the 7th Pay Commission and the DA : The quantum of Dearness Allowance mentioned above is an important aspect for 7th Pay Commission. It is based on this number that the much awaited Revised Basic Pay will be calculated. For instance, the amount of total DA percentage will be added to the current Basic Pay and to this, the weightage to be reommended by the 7th Pay Commission will be added and the new Basic Pay will be arrived at.
The AICPIN points for the month of December 2015 will be released only in January 2016. Only then will it be possible to accurately calculate the Dearness Allowance from January 2016.
The 7th Pay Commission is expected to submit its report to the Central Government by December 2015. It remains to be seen how the 7th Pay Commission has calculated the final Dearness Allowance percentage.

Highlights of OROP Notification

Central Government today issued the notification regarding implementation of ‘One Rank One Pension’ in respect of Defence Forces personnel.

Highlights of the OROP as stated in the Order are as follows:

Benefit over 25 lakh veterans and war widows

Pension of past pensioners would be re-fixed on the basis of pension of retirees of 2013 & the benefit will be from 1 July 2014.

Who opt to get discharged on their request would henceforth not get OROP benefits
Pension will be re-fixed as per average of min & max pension of personnel retired in 2013 in same rank & same length of service.

Pension for those drawing above the average shall be protected.

Arrears will be paid in four equal half yearly installments.

All family pensioners including those getting Spl/Liberalized family pension & Gallantry award winners to get arrears in 1 installment.

In future, the pension would be re-fixed every 5 years.

Personnel who opt to get discharged, now on, on their request will not get benefits of OROP. It will be effective prospectively.

Judicial Commission will be constituted to iron out the anomalies which shall submit its report in 6 months

OROP tables based on 2013 will be made available very soon.

The Government today issued the notification regarding implementation of ‘One Rank One Pension’ in respect of Defence Forces personnel.

Defence Forces of India have a rich history and tradition of bravery and gallantry. Defence forces have not only defend our borders with exemplary courage and valour but have also performed with fearless attitude and empathy in natural calamities and other trying circumstances. Government of India recognizes and respects their contribution.

The issue of One Rank One Pension was a long standing demand. Defence Forces had been demanding it for almost four decades but the issue could not be resolved. However, Prime Minister Shri Narendra Modi had made a commitment to implement it for the welfare of the ex-servicemen. Accordingly the Government had announced modalities for implementation of OROP on 05.09.2015. The Government Order by Ministry of Defence, which could not be issued due to model code of conduct, has been issued today.

Salient features of the OROP as stated in the Order are as follows:
I. To begin with, pension of the past pensioners would be re-fixed on the basis of pension of retirees of calendar year 2013 and the benefit will be effective with effect from 1.7.2014.
II. Pension will be re-fixed for all pensioners on the basis of the average of minimum and maximum pension of personnel retiring in 2013 in the same rank and with the same length of service.
III. Pension for those drawing above the average shall be protected.
IV. Arrears will be paid in four equal half yearly instalments. However, all the family pensioners, including those in receipt of Special/Liberalized family pensioners, and Gallantry award winners shall be paid arrears in one instalment.
V. In future, the pension would be re-fixed every 5 years.
4. Personnel who opt to get discharged henceforth on their own request under Rule 13(3)1(i)(b),13(3)1(iv) or Rule 16B of the Army Rule 1954 or equivalent Navy or Air Force Rules will not be entitled to the benefits of OROP. It will be effective prospectively.

5. The Govt. has decided to appoint a Judicial Committee to look into anomalies, if any, arising out of implementation of OROP. The Judicial Committee will submit its report in six months.

6. Detailed instructions along with tables indicating revised pension for each rank and each 
category, shall be issued separately for updation of pension and payment of arrears directly by Pension Disbursing Agencies.
The previous Government had made a budget announcement to implement the OROP and made a provision of Rs 500 Crore. The present Government undertook the task earnestly and realized that the actual additional annual expenditure would be eight to ten thousand crore at present and will increase further in future. Notwithstanding the financial constraints, true to its commitment the present Government has issued the Government order to implement the OROP in true spirit.

Health Ministry – Started in 1954, the CGHS — with approximately 30 lakh beneficiaries — covers retired and serving central government employees, MPs and their immediate families across 25 Indian cities.

The health ministry has no money left in the Central Government Health Scheme (CGHS) account for the next two months till funds according to the revised estimate are released. Having exhausted the Rs 1,600 crore that was initially allocated, the ministry has now asked for Rs 450 crore more.

The crisis in CGHS, one of the oldest health schemes run by the government, was precipitated by successive budget cuts, said sources.

Started in 1954, the CGHS — with approximately 30 lakh beneficiaries — covers retired and serving central government employees, MPs and their immediate families across 25 Indian cities. A total of 945 private hospitals and 165 diagnostic centres are empanelled with CGHS, which means that treatment in these hospitals for specified conditions are reimbursed by the government. Expenses at government hospitals are automatically covered for CGHS card holders.

“Funding for CGHS has been steadily going down, in 2013-14 it was Rs 1,832 crore, in 2014-15 it was Rs 1,798 crore and this year it was Rs 1,600 crore which we have exhausted. More funds will come only in January which is when the demands submitted under revised estimates are released. So the next two months will be difficult. We have asked for another Rs 450 crore for the rest of the year,” a source said. The matter was discussed at a presentation given to Health Minister J P Nadda on Tuesday, along with a host of measures to increase the beneficiary base and make transactions easier through the use of technology.
While instructions were issued to start clearing bills at one go instead of the earlier practice of 10 per cent payment in first instalment and the rest later, the ministry realises that the Rs 80-90 crore corpus that was handed out to UTIITSL for payment purposes is hardly sufficient.

“We need at least a couple of hundred crores corpus for the payments to continue without any hitch. We are looking at how to raise that money from other sources if possible,” said an official. The fund crunch hit at a time when the ministry was in the process of clearing private hospital bills to the tune of several hundred crores, pending for years. The pendency had led to a mass exodus of hospitals a couple of years ago, drastically reducing the number of private institutions empanelled with CGHS.

However, unfazed by the fund shortage, officials said this was only a “temporary phase”.

One Rank One Pension OROP – Veterans to Return Medals Across the Country

On 145th day of the protest at Jantar Mantar here and across the country, the armed forces veterans also decided to escalate, upgrade and intensify their agitation.

“As you are aware, OROP will be issued before Diwali,” this is what the Defence Minster told the reporters in Delhi today. However the veterans are in a different mode.

Armed forces veterans staging a protest here to press their demand for ‘One Rank, One Pension’ (OROP) scheme on Friday announced that they will return their medals across the country on November 9-10.

“We have unanimously decided to return our medals across India,” said Group Captain V.K. Gandhi, the general secretary of Indian Ex-Servicemen Movement.

On 145th day of the protest at Jantar Mantar here and across the country, the armed forces veterans also decided to escalate, upgrade and intensify their agitation.

“The government is willing to provide us an OROP, which is full of discrepancies and is not as per its definition. To protest, all ex-servicemen with their medals will line up in discipline and dignified manner in each district across the nation on November 9-10,” Gandhi told reporters here.

“The district magistrate will collect the medals and if he doesn’t come to collect it, the medals will be left behind. The DMs will be requested to guard their medals. We would request them to send these medals either to Prime Minister Narendra Modi or to President Pranab Mukherjee,” he added.

The agitation of armed forces veterans continued even after the central government announced the OROP scheme on September 5.

The veterans have said what government announced is not OROP, but ‘One Rank, Five Pension’.

When asked how soon the new appraisal form is expected, Central Board of Direct Taxes (CBDT) Chairperson Anita Kapur said, “This year’s review will be based on new proforma.”

New Delhi – Prime Minister Narendra Modi today said the I-T department will introduce a system of online scrutiny of returns and modify the performance appraisal proforma of officials with a view to motivating them to pass correct orders and also check corruption.

Stating that the government is taking several steps to serve honest tax-payers, Modi said this year, 91 per cent of electronic returns were processed within 90 days as compared to 46 per cent last year.

“I have also instructed that the performance appraisal system for Income Tax Officers be changed. The appraisal should reflect, whether or not the officer’s orders and assessments have been upheld on appeal. This will deter corruption and also motivate officers to pass correct orders,” Modi said at the 6th Delhi Economic Conclave here.

The I-T department, he said, will move to a system where not only returns but also scrutiny is done without having to go to the tax office.

“Queries could be raised and answered online or by email. There should be a visible electronic trail of what is pending with whom, where, and for how long. This is being piloted in five big cities,” Modi said.

He said the electronic filing of returns now covers 85 per cent of all tax returns and this year the tax department has introduced e-verification using Aadhaar. Over four million taxpayers made use of this facility.

Earlier, electronic returns had to be followed by a paper verification which used to take weeks to get processed, Modi said.

“When fully implemented, these changes, namely online scrutiny, and changes in performance appraisal have transformative potential,” Modi added.

When asked how soon the new appraisal form is expected, Central Board of Direct Taxes (CBDT) Chairperson Anita Kapur said, “This year’s review will be based on new proforma.”

She further said the tax department has launched pilot projects for five cities wherein the officers will send questionnaires online and get the response online.

“Since the recommendations of the 7th Pay Commission are to be implemented soon, priority will be given to settle all the regularizing revision of pension for the pre-2006 pensioners, and clear them.”

Recently, the Central Pension Accounting Office (CPAO) had sent an official memorandum to all the Central Civil Pensioners Associations.

It was mentioned in the order that rapid action is being taken to revising the pension from 1.1.2006 and settle the pension-related issues of Central Government employees who had retired prior to 2006. Despite this, considerable number of pension cases of still pending for revision of pension have not yet been dealt with.
Some important information is required to make these revisions of pension. Due to non-availability of information like the pensioner’s last pay drawn, basic pay and scale, qualifying service, date of birth, date of demise, pension account number, and phone number, the work remains incomplete.

As per the 6th Pay Commission, pensions of all those employees who had retired before 2006 were revised from 01.01.2006 onwards, and a Ready Reckoner was sent to all the banks in order to calculate their pension. “7th Pay Commission soon to be implemented, to settle all these pending cases before so that while implementing the recommendations of 7th pay commission, pension may be revised expeditiously. we request your cooperation to ensure that the benefits reach all the pensioners without any delay,” the letter to the associations said.

The letter further requested the associations to instruct its members to submit their Life Certificates before November 2015, and update the contact information with details like current address, phone number and email ID, so that it will be easier to contact them or provide them with all the updates.

The secretaries and office-bearers of all the Central Civil Pensioners’ Associations have been asked to take steps to ensure that the members submit their Life Certificates to their banks and help address their complaints.

Subject :- Revision of pension of pre-2006 Central Civil Pensioners and providing better service to pensioners.

Consequent upon the implementation of 6th CPC, revision of pensions of Pre-2006 pensioners were made suo-moto by banks as per ready reckoner provided by Deptt. of Pensions & Pension Ers Welfare w.e.f. 01.01.2006. For regularizing these revisions and updating the records of Pension Sanctioning Authority, Pay & Accounts Office and Central Pension Accounting Office; Pension Payment Orders (SSA) were to be issued through proper channel i.e. Head of Office –> PAO –> CPAO –> Bank. But considerable number of pension cases are still pending for revision by Government for want of certain information like last pay drawn, scale of pay, qualifying service, date of birth, date of death, current pension account number, contact number etc. which are not readily available either with Pension Sanctioning Authority or with the Banks.
As the recommendations of the 7th CPC are due very shortly, it is imperative to settle all these pending cases before so that while implementing the recommendations of 7th CPC, pension may be revised expeditiously.
In this context, it is presumed that the Central Civil Pensioners’ Associations remain in touch with pensioners and they may facilitate in pursuing the pensioners to provide their latest addresses, telephone numbers, e-mail le while submitting their Life Certificates (Format of Life Certificate enclosed) to the bank in the month of November, 2015 so that the pensioners may be contacted to get the required information.

In view of the above, Secretaries of all Central Civil Pensioners’ Associations are requested to extend their support in making contact with pensioners and pursue them to provide the necessary information while submitting Life Certificates to enable us to serve them better.

Government to issue OROP notification before Diwali says Parrikar

Defence Minister Manohar Parrikar today said the official notification for OROP scheme will be issued before Diwali.
New Delhi: The official notification for One Rank One Pension (OROP) scheme will be issued before Diwali, defence minister Manohar Parrikar on Friday said.
The announcement comes on a day when protesting ex- servicemen decided to step up their protests and return their medals across the country starting 9 November.
“As you are aware, it will be issued before Diwali,” Parrikar told reporters in New Delhi in reply to a question when the official notification on OROP will come out.

The government had on 5 September announced the OROP scheme for the veterans but an official notification was awaited.

The government has cited the Model Code of Conduct for the Bihar polls as the reason behind the delay. Even after government had announced OROP scheme, a section of the veterans had continued their protest citing seven lacunae, including annual equalisation, 2013-14 as the base year among others.
